The Administration function of the City of Thousand Oaks provides strategic leadership, legal guidance, public communication, and organizational support to ensure efficient and transparent governance. It supports the City Council and departments in implementing policies, managing daily operations, preserving open space, fostering economic development, and maintaining public trust with the goal of enriching residents' lives and ensuring the City's long-term strength and sustainability.
Key Administrative Departments include;
City Council
Establishes laws, policies, and priorities to guide the City’s future
Adopts the annual budget and ensures responsible financial stewardship
Promotes open government through public meetings and community engagement
City Manager’s Office
Oversees day-to-day City operations and coordinates citywide initiatives
Manages the Conejo Open Space Conservation Agency (COSCA) for trail and open space preservation
Supports City Council in achieving community priorities and long-term goals
City Attorney’s Office
Advises on land use, housing, and environmental laws (e.g., CEQA, zoning)
Supports enforcement of municipal codes
Represents the City in legal matters and manages tort claims
Strategic Communications and Public Affairs
Provides timely and accessible information to residents via Citywide communications and TOTV
Advocates for City priorities at regional, State, and Federal levels
Supports local economic development through business outreach and partnerships
City Clerk’s Department
Administers fair and transparent City elections
Maintains official records and the Municipal Code
Oversees public records requests and legal publications
Human Resources Department
Manages recruitment, employee relations, and workforce development
Oversees employee safety programs and workers’ compensation
Administers benefits and wellness programs
